中国在一带一路倡议沿线的发展中国家进行的海外投资,主要集中在化石燃料产业。尽管有越来越多国际组织致力将一带一路“环保化”,但目前尚不清楚他们对中国和受援国的决策者产生了什么影响。本研究探讨了中国在一带一路沿线清洁能源和不可再生能源的投资;选取发电能力最强的印尼和巴基斯坦作为案例。
我们研究了以下问题:(1)为什么中国在巴基斯坦参与了太阳能和风能项目,而在印尼没有参加?(2)为什么中国支持的巴基斯坦燃煤项目比印尼的更“清洁”?
我们对中国、印度尼西亚和巴基斯坦电力行业的相关人士进行了广泛深入访谈,并系统性地分析了相关中国企业的项目文件以及企业社会责任报告。我们发现一带一路项目的实施是一个协商过程,由供应方(中国项目开发商和融资方)和需求方(东道国监管机构、政党和商业团体)的共同塑造。供给侧和需求侧之间的相互作用决定了中国在一带一路沿线的电力投资配置。
Chinese overseas investment associated with the Belt and Road Initiative (BRI) has predominantly flowed into fossil fuels across the developing countries. While a growing number of voluntary standards and networks seek to “green” the BRI, it is not yet clear how these will influence the decisions and incentives of key actors in China and recipient countries developing BRI-related projects. This study explores the mix of China's clean and non-renewable energy investments across BRI recipient countries. We focus on Indonesia and Pakistan as our cases in point given they are countries with the most power generation capacity sponsored by Chinese investment and finance. In particular, we examine the puzzles of (1) why Chinese actors involve in solar and wind in Pakistan and not Indonesia, and (2) why Chinese-backed coal-fired projects in Pakistan are cleaner than Indonesia?
Our research is based on extensive in-depth interviews with stakeholders of power sectors in China, Indonesia, and Pakistan, and a systematic examination of project documentation and corporate social responsibility reports of involved Chinese companies. We conceptualize BRI project implementation as a negotiated process that is conjointly shaped by the supply-side – Chinese project developers and financiers – and the demand-side – host countries’ regulators, political parties, and business groups. The interactions between the supply- and demand- side factors determine the configuration of Chinese overseas electricity investments in BRI recipients. Our findings shed new light on the political economy of BRI projects in developing countries.

刘楚域博士是阿姆斯特丹大学政治学助理教授。他毕业于美国宾夕法尼亚州立大学政治学系,曾在约翰霍普金斯大学的国际高级研究院担任博士后研究员。他的研究集中在民族政治、政治经济发展和东亚国际安全。他目前的研究考察中国的“一带一路”倡议的政治经济学。他的学术文章曾发表于Energy Policy, International Studies Quarterly, Journal of Comparative Economics, Journal of East Asian Studies, Security Studies, 和 The China Review等国际期刊。
Dr. Chuyu Liu is an Assistant Professor in Political Science at the University of Amsterdam. His research concentrates on ethnic conflict, the political economy of development, and East Asian security. His current research examines the political economy of China’s Belt and Road Initiative. His research is published in Energy Policy, International Studies Quarterly, Journal of Comparative Economics, Journal of East Asian Studies, Security Studies, and The China Review.
