2024年4月27日,浙江大学公共管理学院国际事务与全球治理专业的中外学生赴湖州市安吉县进行了一次富有成效的实地调研。安吉是“两山”理念诞生地,是美丽乡村发源地,也是绿色发展先行地。来自14个国家的17名学生依次走访了安吉余村、小瘾半日村和高禹村三个地点,围绕美丽乡村建设与基层治理等主题展开调研。
在安吉余村,同学们通过实地游览、观看纪录片等方式了解了余村作为“两山理论”的发源地,是如何以习近平总书记的科学论断为引领,统筹推进山水林田湖草系统治理、积极探索生态价值转化、最终实现从生态立县到生态强县之转变的;而通过与村民面对面交流,同学们对绿色发展道路如何带动生态农业、旅游业发展,从而惠及平民百姓、改善村民生活水平,也有了更直观的认识。
小瘾·半日村是此次调研的第二个目的地。该村以“集群民宿村落”为理念规划设计而成,目前已有19家民宿和精品独家酒店,共计243间,床位316张。通过与村书记的交流与实地走访,同学们了解到,小瘾·半日村大多是通过对保护完好的传统建筑加以改造的;每家民宿风格迥异,特色各异;村落还配套有运营中心、亲子中心、中餐厅、特色小吃、生活超市、图书馆、咖啡厅、甜品店、乡村酒吧、个性小店、艺术家工作室等。2023年,小瘾·半日村已接待游客超45万人次,参观考察团超2千批次。走访结束后,同学们将小瘾·半日村的成功经验总结为:抓住当代年轻人“逆城市化”的旅游心理,发挥集群效应,打造独特优势。
最后,调研团队走访了位于天子湖镇的高禹村,并与高禹村的党委副书记进行座谈。在座谈过程中,同学们了解到:高禹村是安吉县人口最多的村之一,现辖47个村民小组,1518户农户,农业人口6016人;高禹村曾经也是经济发展最落后的村之一,但通过探索发展新路径,其经济发展实现了质的飞跃,2023年村集体经济收入为1197万元,其中经营性收入754万元,农民人均纯收入4.0万元,村集体资产1.5个亿。谈及高禹村发展之路,书记着重强调了领导班子建设、发展红利共享、以及制度奖励相融合的重要作用。高禹村制定了详细规范、符合村情的规章制度,由村民代表大会表决通过后实行,奖惩机制、红利分配等民生相关事宜,都做到公开透明。“一肩挑”、村民自治机构以及高禹村的发展之匙,都让同学们对中国的基层治理有了更直接、更深入的体会。
这次调研活动让大家感触颇深。
A trip to Anji offers a unique insight into the practical applications of Xi Jinping’s transformative Two Mountains Theory, which equates the value of “clear waters and lush mountains” with “mountains of gold and silver.” This philosophy has turned Anji into a model of sustainable development, seamlessly blending economic progress with environmental conservation.
Travelers witness first-hand how this region embodies the spirit of eco-friendly development, with the lush, vast bamboo forests not only a sanctuary for biodiversity but also a crucial part of the local economy. The environmental consciousness extends to Anji’s agriculture, notably seen in its organic white tea plantations, which use sustainable farming practices that ensure the preservation of the soil and surrounding ecosystem, aligning with the Two Mountains Theory by promoting economic benefits through ecological health.

Our trip began from Yu village, which has two national level projects, with massive capacity to supply hydro power to cities outside this area. The Bamboo industry is also viable with a heavy production output. This village has contributed to tourism development and business. We visited Xiaoyin Village, located in a tourist resort, with around 20 homestays. It’s well equipped with facilities as Chinese restaurant, supermarket, library, cafe, etc. In 2023, the village received over 450,000 tourists and 2,000 visitors. We finally stopped by at Gaoyu Village, in north Anji, where we had a seminar with the party representative.Gaoyu has received accolades including National Rural Governance Model Village, National Democratic and Legal Village, National Anti-pornography and Anti-Illegal Grassroots Model Site. From one of the poorest to very developed Village, Gaoyu had transformed rapidly with the interest of the people integrated into policies, in collaboration with village representatives and party members.

A well organized trip to beautiful countryside of Anji. We had a chance to enjoy in green bamboo forests and green rivers and learn a lot about local governing system of this county. Different villages with their different approach to the same goal showcased variety of choices local communities can chose from in reaching goals of sustainable development and beautiful environment. This is just another way to see how much emphasis China has put into safeguarding existing, improving and repairing it's nature while keeping an eye on economic growth and people's livelihoods.

During my visit to Anji County, I had the opportunity to not only explore its rich cultural and natural heritage but also to learn about the county’s commitment to sustainability through the Green Initiative led by President Xi Jinping. I can say this educational trip to Anji County showcased the successful integration of sustainability and cultural preservation. President Xi's Green Initiative serves as a guiding force in transforming the county into a model of eco-friendly development, which is both inspiring and educational for students and visitors like me.

The trip to the Anji county was a very fulfilling one. By being able to see first hand a village transformed and structured into a more modern style of a village that is extremely breathtaking. I was also happy to get a chance to hear from the local representatives of the town in the conference. They took their time to explain how much effort it takes to satisfy the members of the village by creating results to show how important it is to have structure and planning that creates business opportunities for members all across the village.

Situated in the heart of Zhejiang Province, Anji County is renowned for its verdant bamboo forests and eco-tourism attractions, embodying a harmonious blend of natural splendor and cultural heritage. Throughout the day, our exploration provided profound insights into the region’s distinctive characteristics and development strategies, highlighting its significance as a model for sustainable progress. Our visit to Gaoyu Village, a focal point of our expedition, featured a seminar on grassroots governance. Led by local leaders, this enlightening session offered invaluable perspectives on community dynamics and governance structures. Discussions delved into decision-making processes, resource allocation, and community engagement initiatives at the grassroots level, exemplifying bottom-up leadership and community empowerment. The seminar underscored the importance of inclusive governance models in driving positive change, serving as a beacon for sustainable development efforts across diverse landscapes.

A village that has transformed from a mining hub to a thriving eco-destination promoting sustainable rural tourism. When Xi Jinping visited Anji back in 2005 on 15th August he famously remarked “Clean and beautiful environment is the real goldmine”.
That’s the remarkable story of Yucun (village) in Zhejiang province recipient of the UNWTO rural tourism award being one of the only 8 such villages in China and the second one in Zhejiang province. We were amazed to learn about Yucun’s journey. The village has embraced eco-friendly practices and sustainable tourism. In the backdrop of Zhejiang’s hills we explored the village’s picturesque streets, lined with artistic installations celebrating the rural elements and lush greenery of the community and it’s history. One of the highlights of our visit was learning about Yucun’s famous Bai cha (white tea) and bamboo industry, that are sold both locally and internationally. Yucun’s commitment to sustainability is truly inspiring. The village has implemented various eco-friendly initiatives, such as waste recycling, carbon credits, and national level hydropower generation projects, making it a model for other rural communities. We felt privileged to have experienced such a unique place. Yucun is not just a destination—it's a testament to the power of community and sustainability! For ‘man & nature’ alike it has changed its fate in a record time of less than two decades!

安吉一天游的影响非浅。这一旅行让我了解到了中国村里管理系统与制度,以及重新认识到中国的农村。农村也会发达,也会绿色经济。现在我更坚信长期的发展,就算短期内给不出其他发展的手段能给的,将来也有实现的可能性。

这次调研访学是非常有意义的。可以提高对中国大城市近郊社区的理解度。在中国概况学到的“绿水青山就是金山银山”可以更深入地学习,也可以思考大城市周边中国乡村的发展方向。地区领导解释很多关于社区和共产党员的事情。听到大的说明,更容易理解各种方面的村民的生活;垃圾分类等环境保护问题、出生率等人口问题、社会福利问题等。这也是可以进一步了解浙江省的时间。作为外国人,如果不是以旅游著称的大城市,就很难亲身去这些地方。走遍湖州安吉县的各个村子,对浙江产业有了进一步的了解。第一次知道,除了杭州的龙井茶以外,余村的白茶也非常有名。各种椅子的制造在安吉的产业中占有很大的比重。本以为这些村庄的第一产业比重会很大,但第二、第三产业却具有发达的产业结构。包括参加研讨会的高禹镇第一书记在内,所有人都亲切地、专业地进行了介绍、回答和迎接。 希望经常有这样的活动,能够进一步了解在学校内或日常生活中很难了解的中国。非常感谢一起去的所有的同学们。这是可以认识和结识来自各国的同学们,也可以分享在华生活的信息,可以了解各国现状及文化。

通过这次在安吉的调研,了解到了中国农村的社会治理情况,以及其发展过程。我们访问的三个村都将经济发展和环境保护两个方面保持平衡,也利用地理优势,吸引很多年轻人,积极鼓励青年创业,作为休闲旅游受到青睐。令人印象最深刻的是,这些农村在分享红利的过程中,通过一些方式了解村民需求。中国农村治理的模式是对解决社会问题有很大的影响,对我们外国留学生来说,这帮助了解中国社会的结构,值得学习。

我有幸来到“两山”理论(绿水青山就是金山银山)发源地——浙江安吉,见证余村改天换地高质量发展,全力推进生态经济,是为全国践行生态和谐的模范。同时,我也对基层治理进行了调研,理解基层如何统筹发展与安全,并近距离感悟基层领导者如何带领人民走向共同富裕,浙江高质量发展建设共同富裕示范区将近四年,这令我有了更深体会。
