Promoting Rural Decentralization and Governance in Rural India

India has unique rural local self-government system embodied through what is called panchayat and panchayati raj institutions and such practices provide interesting policy implications for non-Indian societies. The key purpose of this presentation is to examine the working of the village local self-government institutions (panchayat and panchayati raj institutions) in terms of their background, ups and downs since India became independent and the emerging scenario after the amendment of the Constitution in neo-liberal India in 1992 to strengthen and re-invigorate the decentralized governance system in rural India.
This presentation seeks to throw adequate light to explain to the international audience how difficult it is to strengthen the process of democratic decentralization without bottom up pressure in a country like India where centralization which is rooted in the Constitution, is widened and deepened by the lack of effective governmental will and the working of the political system.
