服务型政府建设是政府治理体系和治理能力现代化的重要议题。公共服务国际研讨会(The International Symposium on Public Services，ISPS) 创设于2016年，由浙江大学公共服务与绩效评估研究中心发起召开，目的是通过搭建平台，旨在加强国内外公共服务的理论界与实践界的交流，共同探讨公共服务理论和实践的前沿问题，研究公共服务绩效管理和评估的方法，推动公共服务方式和技术的创新，促进公共服务治理模式的转型和现代化。因此，本届研讨会将围绕“公共服务与治理体系现代化”主题，于2017年12月16日在杭州召开。
为确保此次研讨会顺利召开，现通知有关事项如下：
一、会议主题：
会议总议题-公共服务与治理体系现代化
会议分议题，包括但不限于以下内容：
——公共服务与公共文化服务理论与实践前沿；
——“大数据+智慧医疗健康服务”实践与发展；
——就业创业服务理论与实践发展；
二、会议征稿要求：
本次研讨会自通知发布之日起开始征稿：
1、 欢迎围绕上述主题提交论文，字数一般不少于6000字，包含中英文摘要；
2、 已经发表的论文请勿投稿；
3、 论文全文提交截止时间为2017年11月20日。请将论文全文的电子稿以“第一作者姓名+论文主标题”命名，文件格式为.docx或.doc，通过电子邮件方式发到ISPS2017@yahoo.com，并以收到回复确认为准。联系人：陶铸钧，联系电话：173-2608-1786；
4、 会议秘书处组织专家对论文集中审阅，并于2017年11月27日之前向录用论文作者发出第二号通知（邀请函）；

On behalf of the Organizing Committee, we are most delighted to invite you to the 2nd International Symposium on Public Service organized by the Research Centre of Public Service and Performance Evaluation on 15th-16th December 2017 at Zhejiang University, Hangzhou, China.
Following the success of the previous Symposia in 2016, this year’s program is titled Modernization of Public Service and Governance System. Symposia provide public management professionals, students, and practitioners around the world a scientific venue for sharing ideas and experiences on the development and applications of public service. Each symposium is open to anyone with interest in the prospective theories and practices of performance management, innovation and transformation of governance mode on public service.
We sincerely welcome all public management professionals to participate in this very stimulating and comprehensive meeting.

Call for Papers
Prospective authors are invited to submit papers related the above topics.
Length limit is 5800 words, excluding title block, abstract, and separate list of figure captions.
Papers are reviewed on the basis that they do not contain plagiarized material and have not been submitted to any other conference at the same time (double submission)
The deadline of paper submission is 23:59 PST, 20th, November, 2017. The electronic copy of the paper, saved as a “Word 97-2013 Document”, should be named as follows: [author1] [main title of the paper]. doc/docx. Please submit papers to email ISPS2017@yahoo.com.
The ISPS2017 Program Committee will select papers and e-mail the authors before 20th, November, 2017. Authors of the accepted papers are required to present their papers at the conference.
