主讲人介绍：
Ehtisham Ahmad博士是波恩大学和伦敦经济学院发展研究中心的高级研究员，中山大学学术委员会和国家治理研究院成员。Ahmad教授主要专注中国财政改革与结构转型研究。目前Ahmad教授已经出版了Multi-level Finance and the Crisis in Europe, Handbook of Multilevel Finance, Handbook of Fiscal Federalism,Does Decentralization Enhance Service Delivery and Poverty Reduction? 等多本学术著作。
牛美丽博士是中山大学政治与公共事务管理学院教授，广州市第十四/十五届人大常委会预算委员会专家委员会成员、留美公共管理学会（CAAPA）理事会委员。牛教授主要从事公共预算与财政管理研究，已出版《为人民看好“钱袋子”：一本有关地方预算审查监督的书》等多本学术著作。
讲座提要：
The next stages of China’s structural reforms need to focus on financing and administrative measures for clean cities and improved quality of life, reductions in inequality across regions and people, and managing risks while improving local governance. These are issues emphasized in the 19th Party Congress and are also the focus of the seminar that are based on a Chinese “administrative progression model”, essays on general issues related to the role of taxes and full information in providing the right incentives to local government, managing risks, and providing preconditions for more effective use of modern policy tools in China. These papers to be discussed in the seminar reflect on broad policy choices in China, and then illustrate the challenges and opportunities in the context of Guangdong. They provide a good basis for additional work in defining policy options needed to take China to the next level of development.
