Differentiated Integration in the European Union: explaining the rhythm and future of European cooperation

How can it be that the European Union (EU) has state-like powers with regard to single market policies but only plays a minor role with regard to external security policy? Why is it that some EU member states cooperate intensively on monetary and asylum policy while other states decided to opt out of these initiatives? In his lecture, Stefan Jagdhuber will conceptualize the EU as a system of differentiated integration, which accordingly is neither a state nor an international organization. Especially since the Treaty of Maastricht (1992), the EU integration process has been characterized by increased differentiation. The EU’s power and hence member states’ sovereignty vary across policy areas. This lecture will theorize the process and consequences of differentiated integration in the EU, so the rhythm of current European cooperation. After an introduction to the history of European integration and the concept of differentiated integration, Stefan Jagdhuber will present theoretical conjectures to explain varying power distribution in the European Union. For this, the lecture will use the euro crisis, the migration crisis and the Brexit decision as illustrative case studies. Interdependence will be presented as dominant factor that creates demand for European integration whereas domestic resistance in form of mass politicization acts as a brake upon further European cooperation.



Stefan Jagdhuber

Stefan Jagdhuber is a Researcher Fellow at the Chair of International Relations at the LMU Munich. His research focus is on theories of International Relations and European Integration that he uses to analyze the EU’s performance on the international scene as well as the integration trajectory of policies belonging to the EU’s Area of Freedom, Security and Justice. He is the academic coordinator of the European Studies Programs of the Munich International Summer University.

Stefan Jagdhuber holds a MA in political science and studied in Munich and the United Kingdom. Moreover, he attended several academic workshops and conferences in the United Kingdom, the USA, Italy and Belgium.
