在经济快速发展和全球人口增长的背景下，城市化进程正在加速。快速的城市化极大地改善了数百万人的生活质量。但世界各地的城市，特别是发展中国家的城市，在有效管理城市人口增长方面面临着长期问题。城市化和工业化的进步也改变了农村产业结构，促进了人口，资金，土地等农村发展的关键要素的转移，使农村发展步入了转型升级和活力化的新阶段。随着快速城市化进程中农村人地关系日益复杂，农村基层治理也发生了实质性变化，面临新的挑战。因此，城乡协调发展已成为一个重要的前沿课题。如何有效治理城乡特色的现代农村，解决农村社会分配不公的社会矛盾非常重要。

为加强国内外土地政策与城市发展领域专家、学者的学术交流，精准应对现阶段城乡协调发展与治理的突出性问题，服务国家新型城镇化建设，定于2019年4月26-28日在浙江大学举办主题为“城乡协调发展与土地利用政策（Urban-rural Coordinated Development and Land Use Policy）”的土地政策SSCI期刊联合学术会议。

本届学术会议由中国科学院龙花楼研究员、北京大学赵鹏军教授、香港理工大学许智文教授和浙江大学吴宇哲教授联合发起。由中国土地学会青年工作委员会、中华建设管理研究会青年工作委员会作为支持单位，浙江大学、Cities、Habitat International、Land Use Policy等作为举办单位,浙江大学土地与国家发展研究院、浙江大学土地科学与不动产研究所、浙江大学房地产研究中心、浙江大学新型城镇化研究中心、浙江大学学报(人文社会科学版)、Journal of Urban Management等作为协办单位。本届会议邀请国内外土地政策与城市发展领域有影响力的十余位知名专家做主旨发言，衷心欢迎学界同仁积极参与，共同搭建土地政策与城市发展的学术共享平台。

In the context of rapid economic development and global population growth, the process of urbanization is accelerating. Rapid urbanization has greatly improved the quality of life of millions of people. However, cities around the world, especially those in developing countries, face long-term problems in effectively managing urban population growth. As an important production material and economic development factor, land resources inevitably generate key influences on new-type urbanization. The advancements in urbanization and industrialization have changed the rural industrial structure and facilitated the transfer of the key elements of rural development, including population, capital, and land, thereby making rural development step into a new stage of transformation, upgrading, and vitalization. As the relationship between human and land in rural areas grows increasingly complex in the process of rapid urbanization, rural grassroots governance is also undergoing substantial changes and facing new challenges. Accordingly, the coordinated development of urban and rural areas has become an important frontier subject. How to effectively govern modern villages with both urban and rural characteristics and solve the rural social contradictions resulting from the unfair distribution ofinterests are of great importance.

In order to strengthen the academic exchanges between experts and scholars in the field of land policy and urban development at home and abroad, to accurately address the outstanding problems of urban-rural coordinated development and governance at the present stage, it is scheduled to hold a joint forum on the theme of “Urban-rural Coordinated Development and Land Use Policy” for Land Use Policy by Cities - Habitat International-Land Use Policy in Zhejiang University on April 26-28, 2019.
