Michael Zürn是柏林社会科学中心全球治理部门的主任，也是柏林自由大学的国际关系学教授。2019年至2023年作为柏林-勃兰登堡科学与人文科学院和欧洲学术院的成员，2004年以前担任柏林赫蒂学校的创始院长。
讲座摘要：
Regime complexity is often assumed to be either detrimental or conducive to global governance. We arguethat complexity can take different shapes, depending on whether and why institutional overlaps inciteincompatible positional differences among actors over the prevalerofdifferentnormsandrules-sOcalled intcrface conflictslhis paper conjcctures that two types of interfac(and hoxz these contlictsate tnang0e0conficts shape complexity in distinct wavs, First, non instrumental interface conflictstare side-effects of institutionadiffcrentiation that cmcrge whcns or issues evoke incompatible response strategies by differenevcntsinstitutions, Since none of the actors involved in suchconflicts necessarily has an interest in undermining the otherthey are lilkely to be handled in a cooperatiye way and thus haye integrative effects for institutional order. Second,instrumental interface conflicts are purposeful creations by actors secking political advantage by positioning onenorm or rule against another. Here, overlaps are utilized to substantively contest existing institutions, making noncooperative conflict management, and eventually institutional fragmentation more likely. To analyze theseconjectures, we first conduct cluster analyses of 77 interface conflicts which reveal "benign', 'malign', and 'hybridclusters of interface conflicts. We further analyze temporal and causal sequences in qualitative cases studies for each cluster.
