托马斯·比尔斯特克是日内瓦高级国际关系与发展研究院的Gasteyger名誉教授，同时也是华盛顿伍德罗·威尔逊中心的公共政策研究员。
讲座摘要：
Informal institutions, practices, and networks are increasing in their frequency ancrole in contemporary global governance. informal intergovernmental organizationsand transnational governance initiatives are crowding out formal intergovernmentaorganizations like the United Nations. Informal practices within both formal ancinformal organizations are well-institutionalized and proliferating, while informapolicy networks around existing institutions are playing an important role in shapincglobal governance in emergent issue domains. Five different explanations for thesedevelopments will be articulated and explored, and some of the normativeimplications of informal governance will be articulated.
