The COVID-19 pandemic continues to ravage the world. In the past few months, more than 600,000 people worldwide have died from COVID-19. According to incomplete statistics, the elderly account for nearly a third of the fatality. The surge in confirmed cases and death cases among the elderly has placed significant spending pressures on long-term care systems in different countries. By comparing the performance of different countries in pandemic prevention and control, it can be seen that countries with relatively more mature long-term care social security system, such as Germany and Japan, have achieved better control effect compared with countries with commercial long-term care insurance.

China is currently facing a serious aging society, and the long-term care insurance system is still in its early stage of development. In 2016, China launched the long term care pilot program in 15 cities. In 2020, it extended to 30 cities nationwide. However, the construction of the long-term care insurance system still faces challenges and divergence.
